No. The required result, minimum and normal flow, medium properties, operating envelope, installation and output requirements can change both technology and size.

Which flowmeter has the lowest maintenance?

Maintenance depends on the medium, installation and device. A meter with no moving parts can still require inspection for coating, abrasion, grounding, impulse-line condition or diagnostic changes.
